Although it is said that so called educationl videos are exempt from this law that is a bit like the sex "education" movies of the 50's and 60's (not alot of education just alot of flesh)! If, as you say, they might try to slip them in under the wire as "educational" they would have to prove that those videos are actual undercover footage and NOT staged.
