The hair length looks longer than fox; and the "tufting" of the black guard hairs is reminiscent of several members of the raccoon family (Finn coon, tanuki, etc). But I put forward the following: Let us presume that the base fur is white fox....... and the black tips are not fur, but some bird feather or a form of elongated maribou. Remember that this pic was taken in the 30's or 40's, maybe even 20's.... and the furs were wild and therefore a variety in fur length would have existed. To me, the basic hair length seems too long for fox - more like wolf, but wolf would not be that consistant in color. With the tecniques of plucking and feathering, some amazing looks can be achieved that is far from the original pelt and I think this is what happened in Gloria Swanson's fur.
