One would have logged in since the extension was activated (relatively recently) and updated their profile to include a flag. My suspicion is that the counts are of total user profiles with that flag. As of this writing, there are 22 flags in use, so I increased the number displayed on the index page to 25. NeoJaguar might reduce that back to 10, but at least for now there is a slightly better display of the geographic distribution of our members.
