I would say Arctic Fox.

 

It's so overwhelmingly soft, fluffy and pretty.

The answer depends somewhat on what version of beaver you mean. Plucked and sheared beaver is quite soft although not as thick as fox or as durable. Also as I have stated elsewhere, the quality of the pelts is a major factor in how soft the fur feels.

 

In general however, most any fox will usually feel softer than natural beaver.
